すでに新聞やテレビでも報道されていますように、2月22-23日、ノルウェーのオスロで「クラスター爆弾オスロ会議」が開催され、23日には、クラスター爆弾禁止を目指す「オスロ宣言」が採択されました。以下、ご参考までに試訳してみました。
今回の「オスロ宣言」は、第一項において、「法的拘束力のある国際文書の成立」という目標の達成が2008年に設定されていますように、きわめて具体的なものとなっています。

2007年2月22-23日
関連諸国、国連諸機関、赤十字国際委員会、クラスター爆弾連合及び他の人道組織からなるグループは、2007年2月
22-23日、オスロに集まり、クラスター爆弾によって引き起こされる人道的諸問題に効果的に対処する方法を議論した。
クラスター爆弾の使用によって引き起こされる深刻な結果、および緊急行動の必要性を認識しつつ、関連諸国は下記のことを約束する：
１．2008年までに、下記目的のため、法的拘束力のある国際文書を成立させるーー
（i）容認しがたい危害を市民に及ぼすクラスター爆弾の使用、製造、移転および貯蔵を禁止する。
（ii）被害者とそのコミュニティへの十分なケアと厚生、汚染地域における撤去、リスク教育、及び禁止されたクラスター爆弾の備蓄破棄を保証する、協力と援助の体制を確立する。
２．こうした諸問題に取り組むため、国家レベルにおける方策を検討する。
３．クラスター爆弾が提起している人道的諸課題に、国際人道法の枠内において、また、あらゆる関連協議機関において取り組み続けること。
４．こうした取り組みを継続するため、5-6月リマにおいて、11-12月ウィーンにおいて、さらには2008年初めダブリンに再び集まること。また、ベルギーが地域会議を組織するという発表を歓迎する。

Oslo Conference on Cluster Munitions,
22 – 23 February 2007
Declaration
A group of States, United Nations Organisations, the International Committee of the Red Cross, the Cluster Munitions Coalition and other humanitarian organisations met in Oslo on 22 – 23 February 2007 to
discuss how to effectively address the humanitarian problems caused by cluster munitions.
Recognising the grave consequences caused by the use of cluster munitions and the need for immediate action, states commit themselves to:
1. Conclude by 2008 a legally binding international instrument that will:
(i) prohibit the use, production, transfer and stockpiling of cluster munitions that cause unacceptable harm to civilians, and
(ii) establish a framework for cooperation and assistance that ensures adequate provision of care and rehabilitation to survivors and their communities, clearance of contaminated areas, risk education and destruction of stockpiles of prohibited cluster munitions.
2. Consider taking steps at the national level to address these problems.
3. Continue to address the humanitarian challenges posed by cluster munitions within the framework of international humanitarian law and in all relevant fora.
4. Meet again to continue their work, including in Lima in May/June and Vienna in November/December 2007, and in Dublin in early 2008, and welcome the announcement of Belgium to organise a regional meeting.
